Post-war Vietnam is struggling to manage the flood of people moving from rural to urban living.
So, is it possible to build a city without slums? This is the question the Guardian newspaper asked in a recent examination of Vietnam’s capital city, Hanoi.
An astonishing 90 percent of structures in Hanoi, had been built without permission when its population reached three million in 1990. Today, with 6.5 million in the greater metropolitan region, the authorities are legalising unplanned housing, making Hanoi a case study of the global issues of urbanisation faced by major cities across many parts of the world.
